POSITION SUMMARY:


Under the direction of the Senior Certification Partner, the Certification Advisor is responsible for ensuring educators obtain and maintain the correct credentials to teach the appropriate subject and grade level and/or lead instruction in Prince George’s County Public Schools in accordance with the Maryland State Department of Education (MSDE) regulations.  The incumbent supports, advises and recommends the issuance of certificates for educators and advises and counsels individuals (pre and post-employment) on credentialing requirements as set forth by MSDE.  The Certification Advisor will serve as a member of a cross-functional team that supports the employment lifecycle and provides efficient and effective services.   Serves as a customer service point of contact for all credentialing.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Implements strategic Human Resources reform to ensure all workforce requirements are met for assigned schools, offices and customer base;  builds and supports a high quality workforce to support student achievement through talent management;

Provides all services related to teacher/administrator certification, including the maintenance and renewal of applicable certifications and the addition of certification endorsements; advises personnel regarding specific coursework, tests or workshops needed to obtain and maintain certification;

Facilitates maintenance of PGCPS educator credentialing programs; reports teacher credentialing tracking and credential gap-analysis and recruitment efforts, and tracks and reports all instructional staff movement related to credentialing;

Conducts credentials screening associated with pending employment offers; evaluates transcripts, credentials and qualifications for applicants (prospective and new) and advises educators of Maryland certification, testing requirements and highly qualified designation;

Evaluates the working assignments of teachers throughout the school system and assists in ensuring compliance with state certification and licensing requirements for pre and post-employment purposes;

Monitors and tracks certification status of educators, communicating in electronic, written and oral formats with employees and administrators;  

Receives and processes new and renewal credential applications; audits and maintains certification and licensing information and advises of impending expirations and timelines for extensions/renewals; processes salary grade level changes as appropriate;

Provides technical assistance regarding certification issues to employees and administrators;

Supports and assists with educator recruitment, staffing and certification related assignments, events, presentations and programs, and the tuition reimbursement program;

Utilizes all human resource information technology and adapts to new technologies quickly;

Utilizes data to make informed decisions and support principals/managers in human capital and talent management; and

Performs other duties as assigned. 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

MSDE trained in certification and accreditation or possess the ability to be trained and approved for audit status/make local certification decisions;

Ability to interpret and communicate certification rules and procedures;

Knowledge of state certification and licensing requirements and the federal No Child Left Behind Act; experience as a Certified Authorized Partner Assistant (CAPA) preferred;

Ability to multitask, analyze issues, organize and prioritize within a fast paced, rigorous environment;

Demonstrated ability to work with clients at all levels within an organization; accuracy and high quality customer service;

Excellent interpersonal and communication skills;

Ability to travel to job fairs and other staffing and recruitment events;

Technology utilization including human resource information systems; must be proficient in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook, etc.) and skilled using the internet for work related research;

Data driven, analyze issues and shift priorities, cope with ambiguity; must be results oriented with a strong sense of initiative and urgency; and

Maintains confidentiality.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Bachelor's Degree from an accredited college or university in Human Resources, Education, Business Administration or a related field, preferred. A minimum of five (5) years of progressively responsible Human Resources experience required.  Previous experience with teacher credentialing systems preferred; or, a combination of equivalent years of experience, education and skills that would meet the position requirements.



CERTIFICATION REQUIREMENTS:


Possess or be eligible for the Certified Authorized Partner (CAP) designation by the Maryland State Department of Education.

SUPERVISORY RESPONSIBILITIES:


No direct supervisory responsibilities.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.

ADDITIONAL INFORMATION:


Highly demanding and fast-paced environment; frequently required to work long hours and weekends. Annual leave may be limited during specified timeframes. Local and non-local travel may be required.
