POSITION SUMMARY:


Under the direction of the Chief Financial Officer, the Director will be responsible for supervising and completing complex budgetary, revenue determination, and management analysis projects.  Responsibilities also include providing routine liaison between the Chief Financial Officer and other school divisions or groups of departments.    

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Guides the development and management of the annual operating budget, including maintaining effective position and financial control systems and procedures, and ensuring delivery of quality service that is effective, efficient and accountable;

Initiates and develops overall objectives for the unit: assessing needs, establishing priorities and developing specific objectives and strategies;

Implements the process and procedures for the evaluation of each program;

Develops an operational framework for the unit: establishing procedures for monitoring its operation and making changes when necessary;

Maintains effective communication within the unit;

Develops personnel for maximum effectiveness;

Develops a budget based on an analysis of needs and an awareness of availability of resources;

Develops priorities within budgetary limitations;

Approves and monitors the expenditure of funds;

Interprets Board policies and procedures to staff and recommending to the Chief Financial Officer policies and procedures pertinent to the operation of the unit within the division;

Interprets programs to community groups throughout the county through meetings, bulletins, newsletters, and other media;

Attends and/or conducts system-wide meetings at various levels;

Provides a comprehensive annual report outlining all of the major accomplishments of each entity of the unit; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Considerable knowledge of public administration principles and practices;

Considerable knowledge of position control processes as it relates to the overall fiscal health of the organization;

Considerable knowledge of governmental budgeting methods and the operational relationships between the budgeting, accounting and information systems processes and functions;

Considerable knowledge of current literature and innovations in the field of governmental budgeting;

Considerable knowledge of federal, state and local governmental and other agency relationships and budgetary requirements affecting public school operations;

Knowledge of and experience with the development and implementation of performance based and other best practices supporting budget development and management;

Demonstrated knowledge and skills in the area of information technology particularly as it relates to Enterprise Resource Planning (ERP) systems, with knowledge and experience in Oracle software supporting accounting, budgeting, procurement, human resources, and payroll functions preferred;

Demonstrated knowledge of the budget and accounting structures required under the Laws of the State of Maryland and Prince George's County;

Demonstrated knowledge of the Financial Reporting Manual for Maryland Public Schools;

Demonstrated knowledge of the implications of GASB pronouncements as it relates to the budgeting process;

Demonstrated experience in budget/cost analysis and projection trend development;

Demonstrated leadership and administrative competency; and

Demonstrated written and oral communication skills, and effective human relations skills.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Master's degree from an accredited institution with increasingly responsible experience in administration preferred, with a minimum of five years of financial management/analyst experience in a large public sector organization; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Oversees and provides guidance and direction to the unit staff.
