POSITION SUMMARY:
Under the direction of the Chief Accountability Officer, the Director of
Strategic Initiatives is responsible for performing all of the necessary
assessments and tasks for implementation of various local, state and federal
educational funded programs. The
incumbent will work with various state and county agencies to plan for a
comprehensive implementation plan and will provide oversight and support to
personnel to ensure the goals and objectives of the programs and/or grants are
met. The Director of Strategic
Initiatives serves as the key program advocate and conceptualizes new strategic
initiatives that could be established to support identified programs. The incumbent of this position is responsible
for initiating and developing the overall objectives for their assigned unit,
developing an operational framework for the unit, developing a budget based on
analysis of needs, and implementing the processes and procedures for evaluating
programs and personnel in the unit.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Serves as the Implementation
Coordinator for the Blueprint for Maryland’s Future (Kirwan) for Prince
George’s County Public Schools and County Government;
Provides overall project management
that includes but is not limited to facilitation, implementation, management,
monitoring and reporting of the Blueprint for Maryland’s Future (Kirwan) to
internal and external stakeholders;
Develops and implements strategic
engagement of stakeholders aligned to the outcomes of the identified programs;
Develops robust initiatives which
provide a comprehensive and cohesive conceptualization of the school system’s
strengths, opportunities and strategic direction in improving the quality of
education and educational services;
Facilitates the implementation,
monitoring and assessment of the program and communicates outcomes with
appropriate stakeholders; provides oversight and support to ensure the goals
and objectives of the programs and/or grants are met;
Assesses,
plans, creates, coordinates and evaluates communication strategies and channels
to improve and enhance communications related to the programs;
Collaborates with other key
divisions within PGCPS in communicating the strategic plan and annual updates
to key stakeholder groups, ensuring all members of the organization understand
the plan, why it is important and how to support the plan;
Creates
assessments, prepares reports, and collects and analyzes data to enhance
changes in practice; prepares related documents and
presentations for executive leadership, various offices and strategic partners;
Facilitates
and/or attends meetings with stakeholders and strategic partners in support of
the implementation of the programs;
Plans
and facilitates meetings of internal and external stakeholders regarding issues
related to the programs; and
Performs other duties as assigned.

Demonstrated
success in the development of strategic initiatives, program implementation,
assessment and monitoring and providing oversight;
Demonstrated
leadership and broad experience working effectively with diverse staff,
community and other stakeholders;
Knowledge of the Blueprint for Maryland’s Future
(Kirwan);
Knowledge
of current best practices and trends that support student learning and academic
achievement;
Excellent
management, planning, organization, written communications and human relations
skills;
Ability to
assess program needs through the creation of assessments and analysis of data;
Ability to partner
with and provide valuable strategic planning and performance management
consultation;
Ability to build relationships and
collaborate with senior leadership, peers, internal and external stakeholders
and staff at all levels;
Flexibility and ability to adapt to
evolving job roles and diversity of projects; highly self-motivated,
self-directed and attentive to detail;
Proficiency with MS Office Suite (Word, Excel,
PowerPoint); and
Superior written and oral
communication skills and ability to intuitively present
and document ideas and concepts to staff, management and stakeholders at all
levels.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master’s degree from an accredited college or university in education,
educational research or a related field required. A minimum of five (5) years
of successful experience with program administration and/or leading a project
team in a public school system required.
CERTIFICATION REQUIREMENTS:
Maryland Professional Certificate with Administrator I or Administrator
II endorsement preferred.
SUPERVISORY RESPONSIBILITIES:
Oversees and provides guidance and direction to the unit
staff.

ADDITIONAL INFORMATION:
Work schedules may include evenings and weekends. Drivers’ License is required, inasmuch as there will be a need to travel to sites throughout the school district.
