POSITION SUMMARY:


Under the direction of the Chief Human Resources Officer, the Director – Professional Learning and Leadership will be directly responsible for overseeing all operations related to the professional learning framework for Prince George’s County Public Schools (PGCPS).  Specifically, the incumbent of this position is charged with leading the work on programs to support succession and retention and working collaboratively with labor partners to develop professional learning experiences for all employee groups.  The Director – Professional Learning and Leadership will coordinate with the Director of Employee Performance to create seamless integration of evaluation results to provide professional development opportunities for employees.  In addition, the Director will oversee the work and provide direction and guidance to the supervisors and project managers in the areas of teacher development and leadership, comprehensive induction programs and support through mentoring and peer coaching, professional development schools (PDS), resident teacher program and national board certification.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Initiates and develops overall  objectives for the department; assesses needs, establishes priorities, develops specific objectives and strategies and implements the processes and procedures for the evaluation of programs;

Supervises and leads Instructional Supervisors, Project Managers and Professional Development Specialists in the development of professional learning opportunities, workshops, and seminars for all PGCPS employee groups;

Collaborates with Human Resources Operations and Staffing personnel to develop resources and systems of support for new employees;

Collaborates with Office of Employee Performance personnel to develop strategic professional development workshops and supports aligned to employee evaluation data;

Assists departmental staff in the planning, monitoring, sustaining and evolving of professional development  and growth programs;

Serves as a conduit and facilitator for establishing collaborative relationships and partner efforts with Curriculum and Instruction, Instructional Technology, university representatives, labor partners, and other stakeholders in an effort to build professional learning experiences for all employee groups;

Develops, initiates and maintains effective programs for workforce retention, promotion and succession planning;

Creates and coordinates local, statewide and national conferences, forums, learning communities, webinars, and professional learning experiences on behalf of PGCPS;

Plans, develops and implements COMAR requirements of establishing and maintaining mentoring programs as part of a comprehensive induction program;

Develops and sustains intensive professional development for educators related to student achievement gains;

Develops and implements creative and innovative sourcing strategies and techniques to build a pipeline of qualified candidates;

Creates reports and provides and tracks metrics related to professional learning; collects and analyzes data to indicate trends, patterns and implications of professional learning experiences;

Develops a budget based on an analysis of needs and awareness of availability of resources; develops priorities within budgetary limitations; approves and monitors the expenditure of funds; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Extensive experience in the design, implementation and evaluation of professional development programs and initiatives;

Ability to evaluate programs, people and processes and provide effective written and oral communication and expertise in personnel and program evaluation;

Ability to multitask, organize and prioritize within a fast paced, rigorous environment;

Ability to design, implement and facilitate systemic, large-scale conferences, workshops and events for a variety of employees;

Proven ability to independently identify strategic areas of opportunity, collect data, assess results, draw valid conclusions and present alternative solutions;

Excellent ability to think and act both strategically and tactically; an intelligent decision-maker and problem-solver with sound judgment;

Superior ability to build collegial relationships and collaborate with senior leadership, peers, and staff at all levels;

Superior written and oral communication skills and ability to intuitively present and document ideas and concepts to staff, management and stakeholders at all levels;

Demonstrated competence in the ability to provide timely and accurate information needed to inform executive decisions;

Demonstrated competencies in the management and supervision of a department and staff; and

Demonstrated experience and knowledge of budget development and fiscal management.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Master’s degree from an accredited college or university in education, professional development, human resources, or a closely related field required.  Minimum of eight (8) years of progressive experience in professional development or a related field required, preferably in an educational institution; five (5) of which were at the supervisory level.

CERTIFICATION REQUIREMENTS:


Advanced Professional Certificate with Administrator II endorsement preferred.

SUPERVISORY RESPONSIBILITIES:


Oversees and provides guidance and directions to the unit staff.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.
