POSITION SUMMARY:
Under the
direction of the Associate Superintendent of Supporting Services, the Director
of Safety and Security Services will have responsibility for providing a wide
range of security and safety services to the schools, central offices, and the
general public 24 hours a day, seven days a week including an emergency
communication center when schools and offices are closed. The incumbent of this
position is responsible for initiating and developing the overall objectives
for their assigned unit. Responsibilities include assessing the needs of the
unit, developing an operational framework for the unit, developing a budget
based on analysis of needs, and implementing the processes and procedures for
evaluating programs and personnel in the unit. Special assignments are received
through conferences, written instructions and requests from the Associate
Superintendent of Supporting Services.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Provides a wide range of security and safety services to the
schools, central offices, including an emergency communication center;
Oversees the hiring and supervision of credentialed law
enforcement personnel responsible for the investigation of all criminal acts
which occur on school board property; performs
basic personnel administration duties, including orienting new staff, assigning
work, scheduling, disciplining, evaluation, and granting leave;
Receives and assigns requests for investigations, evaluating
special security service requests, weighing manpower availability, and
appropriateness for security intervention;
Receives all reports of criminal
incidents occurring on school property and maintains statistics regarding this
information; provides professional investigative resources so that criminal
incidents will be properly investigated and the responsible party(ies) will be
identified and held accountable;
Provides state of the art electronic detection equipment so that
incidents of burglary, vandalism, and arson are kept to a minimum;
Provides a system for collection and storage of evidence used in
court proceedings and administrative hearings;
Liaisons with state and federal agencies on matters of safety
and security relating to the school district; communicates with other school
systems on matters related to school security and safety; works directly with
local law enforcement agencies during critical incident situations and
follow-up;
Coordinates a comprehensive
security/school safety program; oversees the design and
implementation of emergency and critical plans for the school district;
Conducts workshops and serve as consultant and resource person
to teachers, parents and students about reducing incidents of criminal activity
and serious disruptive behavior so as to provide a safe educational
environment; provides appropriate in-services and trainings;
Oversees the criminal justice oriented counseling service to
students, school administrators, teachers and parents;
Maintains appropriate budget and accounts; prepares program
budget and related reports; monitors expenditures;
Assists in the development and implementation of security
plans for special events involving the school facilities within the
jurisdiction of Prince George’s County Public Schools; assists and advises in the development of crisis management/emergency
response plans as part of each school’s safety plan;
Advises and assists site-based administrators in matters
involving criminal activities on school campuses;
Directs and coordinates the periodic assessment/audit of school
facilities and grounds to determine safety and security issues;
Directs the District’s effort to collect and compile the
required annual school crime report to the Maryland Department of Education in
an accurate and timely manner;
Provides periodic reports to the Superintendent of Schools, Chief Operating Officer, Associate Superintendent of Supporting Services and the School Board on matters pertaining to
school security and safety;
Delivers public speeches on school safety;
Attends PTA, school board, and various other community
meetings as necessary;
Represents Prince George’s County Public Schools in matters
of school security and safety through state and national organizations;
Provides assistance and advice to the Superintendent as
needed;
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
A minimum of five (5) years of supervisory experience at the
executive command level;
Considerable knowledge of public school administration;
demonstrated leadership and administrative competency;
Demonstrated ability to analyze data and provide alternative
solutions to problems;
Demonstrated written and oral communication skills; and
effective human relations skills; and
Ability to work effectively with individuals and groups.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor’s
degree from an accredited institution in law enforcement, police science,
public administration, management, or police administrations with prior
experience in school security and/or law enforcement, and a minimum of ten (10)
years of experience and training in the law enforcement field, five (5) years of
which must have been at the Executive Command level directing the day to day
operations of personnel working in the law enforcement or criminal
investigative field; or any equivalent combination of experience and training
which provides the required knowledge, skills and abilities.
CERTIFICATION REQUIREMENTS:
Holds
or is eligible for the Maryland State Police Commission.
SUPERVISORY RESPONSIBILITIES:
Oversees
and provides guidance and direction to the unit staff.
