POSITION SUMMARY:
Under
the direction of the Chief Information Technology Officer, the Director of Student
Applications is responsible for overseeing the management, implementation and
maintenance of the various student applications systems at Prince George County
Public Schools (PGCPS). This includes, but is not limited to, Student Information
Management Systems and various Apex applications. The incumbent of this position will be
responsible for organizing work schedules, assigning tasks, evaluating
projects, and supervising and evaluating employees assigned to the office.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Formulates and deploys long-term
strategic plans for acquiring and enabling efficient and cost-effective student
applications systems;
Assists the Chief Information Technology
Officer with strategic planning of all information technology student
applications systems;
Assists in the development of the
Information Technology Continuity of Operations Planning (COOP);
Documents all procedures and enforces
all security policies regarding information management;
Maintains a service level agreement with
the user communities within the organization;
Provides guidance to a team of software
developers, team and technical leads, as well as system analysts in the area of
software management and implementation;
Defines and communicates application and
project milestones, service level agreements and resource allocation to the
Chief Information Technology Officer for dissemination to the organization;
Develops and reviews budgets for student
applications systems at Prince George’s County Public Schools;
Reviews performance of student
information technology systems to determine operating costs, productivity
levels and upgrade requirements;
Develops bid requirements for student
applications services and consulting;
Reviews bids for compliance with stated
requirements, and making the appropriate award;
Develops business case justifications
and cost/benefit analyses for student applications spending and initiatives;
Directs research on potential student applications
system enhancements and upgrading to support new initiatives, opportunities and
procurement efforts;
Participates in the development and
implementation of information technology policies and procedures;
Monitors the negotiation and
administration of vendor and consultant contracts and service agreements;
Manages the Student Applications Department
staffing, including recruitment, supervision, training, scheduling, development
and evaluation;
Establishes and maintains regular
written and in-person communications with department heads and end users; and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Experience with managing and
implementing student information systems and experience with Apex development
environments;
Experience with data warehousing
platforms;
Experience managing and/or directing an
information technology applications development team;
Proven experience in information
technology applications strategic planning;
Good knowledge of a full development
cycle and implementation methodology or integration methodology such as Oracle
AIM;
Experience with handling third party
vendors;
Excellent written, oral and
interpersonal communication skills;
Ability to conduct and direct research
into information technology issues and products;
Highly self-motivated, self-directed,
and attentive to detail; and
Ability to effectively prioritize and
execute tasks under pressure.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Graduation from an accredited college or university with a Master’s
Degree in information management, computer science or a closely related field
required. A minimum of five (5) years of previous experience in applications management
and project management required.

Oversees
and provides guidance and direction to the unit staff.
