POSITION SUMMARY:
Under
the direction of the Director of Career and Technical Education, the Career and
Technical Education Liaison is responsible for communicating the school
system’s mission, vision, values and goals as it relates to the Career and Technical
Education (CTE) program. The incumbent
of this position assumes the lead in forecasting the needs of the Career and
Technical Education program and school-based positions. The Career and Technical Education Liaison
will utilize employment strategies designed to engage potential applicants and
coordinate workforce development data.
The incumbent will develop relationships with internal divisions, the
Maryland State Department of Education (MSDE) and other external partners and
agencies to increase brand awareness and partnerships for Career and Technical
Education programs and services.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Initiates and
coordinates partnerships and outreach with internal divisions, businesses,
post-secondary institutions, local and federal government, labor organizations,
parent organizations, military, public agencies, and civic and community-based
organizations;
Analyzes workforce
data at the county, state and national level to identify industry-related
hiring trends and projections; partners with HR staffing regarding projected
needs in critical teaching shortage areas, designs recruitment efforts and
program expansion opportunities with projected needs in mind;
Collaborates with
Human Resources and Budget Management Services to maintain the appropriate CTE
positions and position descriptions to ensure alignment with MSDE and PGCPS
requirements
Tracks and promotes
vacancies, internships and externships related to programs of study;
facilitates the recruitment and deployment of CTE applicants;
Attends business,
community and Career and Technical Education related conferences, events and
programs that present opportunities for beneficial brand and industry
partnerships for the various CTE programs and students;
Maintains a database
of applicant data; compiles and distributes various reports as required; uses
data to ensure participant satisfaction and retention goals are met; provides
advice and guidance to applicants and serves as a resource on the Career and
Technical Education program for current and prospective applicants;
Serves as the point of
contact for external partnerships by managing program resources and
establishing university partnerships to develop strong candidate pools for CTE
programs; manages ongoing relationships to ensure a rigorous professional
pipeline;
Creates trainings for
Career and Technical Education staff and school leadership to promote program
of study sustainability; educates and conducts presentations to the public about
CTE program objectives, goals and activities;
Maintains up-to-date
knowledge base of the Career and Technical Education program and MSDE
requirements; serves as a liaison between PGCPS and MSDE; monitors
updates/changes to CTE program structure and communicates finalized changes
with HR and Budget for potential position and structural impacts;
Performs other duties
as assigned.

effectively and convey reliable accurate information so that the recipient
clearly understands its intent; uses appropriate written, verbal, or electronic
communication format to disseminate information;
Ability to multi-task,
organize and prioritize in a fast paced, rigorous environment; and
Skilled in maintaining,
using and interpreting data to provide projections and reports; ability to
analyze information to make data-driven decisions and recommendations.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor's degree
required from an accredited college or university in education, human resources,
curriculum and instruction or a related field; Master’s degree preferred. A minimum of five (5) years of progressively
responsible experience in human resources/human capital management or a related
field, some of which preferably has been in an educational setting.

SUPERVISORY RESPONSIBILITIES:
Assists in overseeing
and providing guidance to the unit staff.
