POSITION SUMMARY:
Under the direction of the Director – Capital Programs and/or designee
the incumbent will be responsible for providing leadership for the school
system on all lighting, electrical, and fire alarm issues, including issues
relating to sustainability. The Senior Electrical Engineer will
develop/review/revise design standards for PGCPS electrical systems and related
systems. The Senior Electrical Engineer will coordinate and lead engineering
design review, coordination, code input and construction technical support for
the electrical aspects of all capital projects in the Department of Capital
Programs (DCP), ranging from code corrections, minor and major renovations,
systemic replacement projects, and new or replacement schools. The incumbent
will coordinate and manage the work of consultant electrical engineers and in
house engineering. The incumbent will also be responsible for coordinating
electrical concerns with other internal departments, including Building
Services, Transportation, Food and Nutrition Services, Regional Offices, and
other departments as required to support the electrical infrastructure needs.
This position will provide assistance in construction quality control for the
Department Capital Programs, Capital projects and will lead the development of
electrical, lighting, and fire alarm engineering standards. The incumbent will
also be responsible for stamping and approving electrical drawings and have a
professional license (PE) in Maryland.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Lead and coordinate electrical
design and reviews of all capital projects with a focus on electrical design;
coordinate directly or indirectly with consultant firms, depending on the
nature of the project;
Develop scope of work documents for
RFPs for electrical design services; assist in development of general A/E
services RFPs and evaluations;
Review material specifications, change orders, and other design
documents to ensure they adhere to the standards;
Review change order requests
as the Owner’s representative on Job Order Contracts and other Design Build
projects for the Department of Capital Programs.
Coordinate with office staff,
consultants, contractors and other personnel.
Organization Standards
Responsible for developing and
maintaining PGCPS Electrical Master Specifications and Design Guidelines;
Develop electrical, lighting and
fire alarm standards for capital projects including new schools, major
renovations, component replacements (such as switchgears, generators, fire
alarm systems, lighting systems, etc.), and other significant projects;
Consistently incorporate scale and
balance, designing elements that work or enhance programmatic goals including
meeting with members from the instructional staff, principals, and other
appropriate staff members in the development and upkeep of the Educational
Specifications.
Design Responsibilities
In coordination with Building
Services and within the framework of the Capital Improvement Program, develop a
strategic plan to address electrical deficiencies throughout the school system;
Coordinate electrical project
planning for the Capital Improvement Plan, including scope development;
Support the Project Management
Section in project implementation, including bidding, negotiating, substitution
review, site visits, commissioning, and turn-over;
Provide leadership on
sustainability efforts including LEED certifications, standards development,
and other initiatives;
Develop highly complex engineering
studies, plans, specifications, calculations, evaluations, design documents,
and performance assessments as required;
Recommend alternative engineering
solutions to management to meet the school district’s needs;
Design, develop, modify and
evaluate systems, processes, or facilities to support the capital improvement
projects objectives; and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Must have customer service
orientation and project management experience;
Experience in systems design,
calculations, specifications and cost estimating in electrical/fire alarm
systems, for educational projects required;
A minimum of eight years of
engineering experience in the study, design and
construction administration of building electrical power, lighting, fire alarm,
electronic safety and security, communications, and low voltage control systems
for public and/or private school facilities or similar facilities - Experience
must include: electrical standards development, specification development and
review, production drawings, and construction cost estimating;
Working experience with engineering
programs, including AutoCAD, Revit and Microsoft Office including Word and
Excel;
Demonstrated knowledge and
application of the principles in area of engineering specialty;
Demonstrated communication and
interpersonal skills involving the ability to work cross-functionally to
understand requirements, present alternatives, and recommendations;
Excellent verbal and written
communication, people/customer skills and proven leadership abilities with the
motivation to make PGCPS a leader in electrical/fire alarm design and successful
project delivery;
Excellent follow-through skills;
Familiar with use of applicable
national and local codes;
Ability to perform effectively in
high-pressure situations while maintaining focus and calmness;
Knowledge of sustainability
practices;
Proficient with the use of personal
computers including automated tools; and
Ability to travel and conduct field
work as needed within the school district.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Graduation from an accredited college or
university with a Bachelor’s degree in Electrical Engineering, Architectural
Engineering or related field required; Master’s degree preferred. A minimum of five (5) years of experience in
a lead engineer role, and eight plus years of design or relevant experience.
CERTIFICATION REQUIREMENTS:
Professional Mechanical Engineer licensed in the State of
Maryland. Alternatively, licensed in another state with ability to become
licensed. Electrical Design Engineer or related with a preference of 5 to 8
years experience.
LEED Accredited Professional certification preferred.
SUPERVISORY RESPONSIBILITIES:
No direct supervisory responsibilities.

Possession of an appropriate and valid Maryland Motor Vehicle Operator’s License.
