POSITION SUMMARY:
Under the direction of the Associate Superintendent of Special
Education, the
Special
Education Business Operations Coordinator will be responsible for the overall
administration, supervision and coordination of operations in the Department of
Special Education for data management and technology, fiscal management, capital
improvement projects impacting students with disabilities, pupil accounting and
school boundaries for students with disabilities, and human resources functions
for special education positions.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Guides
the development and management of the special education annual budget,
including maintaining effective position and financial control systems and
procedures, and ensuring delivery of quality service;
Supervises and
manages the office of Data Management & Technology in the Department of
Special Education, ensuring all special education data is compiled, analyzed and
reported to meet all district, state and federal reporting requirements and
timelines;
Disaggregates
systemic data, tracks trends, and produces quarterly reporting on student
educational data, including Least Restrictive Environment (LRE), Maryland
Online Individualized Education Programs analytics to assist with data driven
decisions;
Manages all fiscal
and grant management responsibilities including contracts, partnership
agreements, Memorandums of Understandings (MOUs), calculation and maintenance
of the Special Education MOE (Maintenance of Effort), and oversight of the
systemic cost analysis for Nonpublic Placements to ensure district compliance
with state and federal mandates;
Represents the
department as a liaison with capital improvement projects and pupil accounting
and school boundaries impacting students with disabilities;
Coordinates
operations associated with human resources, including staffing of over 4,000
special education personnel system-wide through established Department of
Special Education staffing formulas;
Interprets
Board policies and procedures to staff and advises the Associate Superintendent on policies
and procedures pertinent to the operation of the department within the division;
Develops
department processes and procedures to ensure district is in compliance with
all state, federal, and local requirements;
Attends
Board of Education meetings as requested to respond to programmatic inquiries
as related to Special Education operational functions;
Writes
and disseminates communication documents including department processes and
procedures, grant reports, newsletters, compilation reports, internal and
external memoranda, surveys, profiles, evaluations, and performance reports;
Serves
in the absence of the Associate Superintendent of Special Education when requested,
communicating department directives and serving as a liaison to the school system
and other agency personnel; and
Performs
other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
A minimum of two years of
experience supervising business operations, financial and data management
experience in a large public sector organization, functional knowledge and
skills in the area of data analysis, reporting and information technology
systems;
Considerable knowledge of public
administration principles and practices;
Ability to perform executive level
supervision for processing of complex economic/fiscal transactions, financial
accounting and reporting, and cash management operations for the department;
Thorough knowledge of federal, state and
local governmental and other agency relationships and budgetary requirements
affecting public school operations;
Demonstrated functional knowledge and skills
in the area of information technology particularly as it relates to Enterprise
Resource Planning (ERP) systems;
Demonstrated knowledge and experience with
formulation, development, and implementation of strategic planning to support
the overall objectives of the school system and the educational
foundation;
Demonstrated leadership and administrative
competency;
Proficient in Microsoft
Office, with particular strength in Excel, and experience in Oracle software
supporting accounting, budgeting, procurement, human resources, and payroll
functions;
Thorough knowledge of software development
practices, business and administrative management systems, and student and
personnel records systems; and
Demonstrated written and oral communication
skills, and effective human relations skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master’s degree from an accredited institution with concentration in
finance, business management, accounting, public administration or a related
field preferred; Bachelor’s degree required.
Increasingly responsible experience in financial management and
administration required, with a minimum of two years of financial
management/analytical experience in a large public sector organization
preferred.

Oversees and provides guidance and direction to the unit staff.
