POSITION SUMMARY:


  Under the direction of the Data Management & Technology Supervisor, the Special Education Technology Analyst develops and coordinates local Special Services Information System (SSIS) procedures to insure compliance with Maryland State Department of Education (MSDE) mandates. The incumbent will act as liaison with the Maryland State Department of Education (MSDE) related to Special Services Information System (SSIS) and will be responsible for students, financial and personnel data.  

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Develops guidelines and videos for professional development training and technical assistance regarding Maryland Online Individual Education Program (IEP) and the Apex Systems;

Coordinates all activities related to the Annual October Child Count and June Exit Count to determine the amount of federal funding for special education students;

Works with the Department of Information Technology to integrate data from various software systems;

Provides information related to boundaries and transportation for special education programs as part of the Individualized Education Program (IEP) process;

Acts as a liaison between Special Education, Pupil Accounting, Transportation, and Information Technology;

Analyzes data to develop spreadsheets, reports and presentations, which provides formative and summative information;

Collaborates and gathers requirements from Special Education Offices to develop new systems to improve efficiencies;

Designs, maintains, and creates datasets for analysis and dissemination of data to principals, teachers, and leadership team; and

Performs other duties as assigned.

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Strong background in technology, including proficiency related to computer programs used by the school system as well as knowledge of data processing procedures and computer networking;

Experience with data extraction report writing and database software (e.g. Tools for Oracle Application Development (TOAD), Crystal Reports, SQL Developer);

Understanding of the Special Services Information System (SSIS) and ability to train special education staff on effective implementation of the SSIS process;

Strong knowledge of Microsoft Office Suite;

Understanding of special education regulations, policies, and procedures, as they relate to data collection;

Excellent communication and writing skills; and

Excellent human relations skills.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:



Bachelor’s degree from an accredited college or university in Special Education, Information Technology or Business related area required; Master’s degree preferred.  Three (3) to five (5) years of successful experience related to developing and coordinating local Special Services Information System (SSIS) procedures and other major duties of the position.
