POSITION SUMMARY:
Under
the direction of the Associate Superintendent of Student Services, the Student
Services Business Operations Coordinator will be responsible for the overall
administration, supervision and coordination of operations in the Office of
Mental Health Supports within the Department of Student Services. The incumbent of this position will be
responsible for the technology, fiscal and grant management and data management
impacting mental health supports and the overall Department of Student
Services.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Guides the development and management of the Student Services
annual budget, including grants, while maintaining effective position and
financial control systems and procedures, and ensuring delivery of quality
service;
Supervises
and manages the Office of Mental Health Supports in the Department of Student
Services, ensuring all student services and mental health data is compiled,
analyzed and reported to meet all district, state and federal reporting
requirements and timelines;
Disaggregates
systemic data, tracks trends and produces quarterly reporting on attendance,
suspension, mental health, bullying, peer mediation and restorative approaches
data and analytics to assist with data driven decisions;
Manages
all fiscal and grant management responsibilities for the department including contracts,
partnership agreements, Memorandums of Understandings (MOUs) and oversight of
the systemic mental health supports to ensure office and district compliance
with systemic procedures and local, state and federal mandates;
Provides
oversight and vendor/provider and procurement support for Student Services
programs and mental health initiatives; assists with management and
reconciliation of purchase orders and monitors related expenses ensuring
expenditures are posted to the appropriate accounting strings;
Assists
the Mental Health Coordinators in the grant proposal development and submission
process; drafts and organizes proposals, interim amendments, reserve grants and
grant application narratives and collaborates with appropriate offices;
Coordinates
operations associated with human resources, including staffing of all mental
health clinicians system-wide through established staffing requirements;
Interprets Board policies and procedures to staff and advises
the Associate Superintendent on policies and procedures pertinent to the
operation of the department within the division;
Writes
and disseminates communication documents including departmental processes and
procedures, grant reports, compilation reports, internal and external
memoranda, surveys, profiles, evaluations and performance reports;
Serves
in the absence of the Associate Superintendent of Student Services when
requested, communicating department directives and serving as a liaison to the
school system and other agency personnel; and
Performs
other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Considerable knowledge of public
administration principles and practices;
Thorough knowledge of federal, state and
local governmental and other agency relationships and budgetary requirements
affecting public school operations;
Demonstrated functional knowledge and skills
in the area of information technology systems;
Demonstrated knowledge and experience with
formulation, development and implementation of strategic planning to support
the overall objectives of the school system;
Demonstrated leadership and administrative
competency;
Proficient in Microsoft
Office, with particular strength in Excel, and experience in Oracle software
supporting accounting, budgeting, procurement, human resources and payroll
functions;
Ability to perform executive
level supervision for processing of complex economic/fiscal transactions,
financial accounting and reporting;
Demonstrated planning and
organization skills and ability to manage multiple projects in order to meet
deadlines;
Ability to exercise judgment
and discretion in applying and interpreting grant policies and procedures as
written in approved applications related to county, state and federal
regulations;
Ability to establish and
maintain effective working relationships with project team members;
Ability to work well
independently with minimal supervision; and
Demonstrated written and oral communication
skills, and effective human relations skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor’s degree from an accredited college or university with a concentration
in finance, business management, accounting, public administration or a related
field required; Master’s degree preferred.
Increasingly responsible experience in financial management and
administration required, with a minimum of three (3) years of financial
management/analytical experience in a large public sector organization
preferred.
