POSITION SUMMARY:
Under the direction of the Director - Student Services, the Supervisor will be responsible for supervising the Office of Health Services, Wellness Program, Vision and Hearing Program, Certified Medication Program, Preschool Screening Program, Health Services Staff Development Program, Home and Hospital Teaching, Medical 504 Transportation Program for the entire school district. The incumbent will develop and provide guidance and supervision to maintain and assure state laws, policies and guidelines as related to health are adhered to as mandated by Maryland law. Responsibilities also include serving as liaison on behalf of the Chief of School Support and Leadership, Associate Superintendent of Student Services, Director and other school divisions, departments, offices and outside agencies as it pertains to health/medical issues.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Facilitates the development and
management of programmatic goals, priorities, objectives and strategies to
assure the delivery of quality service that is effective, efficient and
accountable;
Develops and implements system wide
health policies and procedures;
Monitors and maintains updated
medical data on students, particularly immunization records; and provides relative data reports as requested (i.e. exclusions,
immunization non-compliance);
Maintains effective communication
within each program and the unit; and communicates
protocols and procedures relative to the district;
Serves on district-wide teams to provide
necessary health related expertise that is critical to the district’s
initiatives;
Frequently reviews and if necessary,
conducts an analysis of needs;
Interprets health laws, policies,
state guidelines, board policies and procedures to staff and recommends actions
to the Director and Associate Superintendent
of Student Services;
Interprets programs to community
groups throughout the county;
Attends and/or conducts system-wide
meetings at national, state and local levels;
Provides a comprehensive annual
report outlining all of the major accomplishments of each entity of the unit;
Collaborates with the Department of
Special Education in the process of identification, evaluation, and programming
for students with special health needs;
Serves as the system-wide 504
medical transportation coordinator providing information to schools and parents
about the law and medical transportation services;
Collaborates with the Office of Home and
Hospital Teaching to review medical requests for home and hospital teaching and
provides recommendations for determination of services;
Meets regularly with program
managers to develop and implement program goals, objectives and priorities;
Supervises the provision of health
services to all students/staff and visitors;
Assures that all medical
related/crisis emergency procedures are followed;
Works collaboratively with outside
agencies to develop necessary policies, procedures and new programs (i.e. dental, vision, telehealth, school-based wellness
centers) that positively impact on student health;
Works collaboratively with the Prince George’s
County Health Department on matters related to immunizations, public health
emergencies and crisis (i.e. pandemics);
Provides medical consultation to
principals, administrators, board members and other instructional staff, as
needed;
Interprets medical/health related
laws and changing advisements relative to Center for Disease Control and Prevention (CDC), Maryland Department of Health, Prince George’s
Health Department;
Works with Human Resources to ensure highly qualified staff are hired and retained
(school nurses);
Works with staffing agencies to ensure health
services are provided to schools while securing a full-time Prince George’s County
Public Schools nurse;
Provides onboarding and ongoing professional
development and training to school nurses;
Develops up to date protocols for
health needs of students;
Monitors offices and various program
goals and works with supervisory staff regarding program/work objectives;
Evaluates staff and program
performance system wide;
Oversees all facets of annual budget
development for the office, establishes and modifies priorities in relationship
to budget allocations;
Facilitates and monitors revisions
of administrative procedures maintained by the Department of Student Services;
Coordinates system-wide training for
Occupational Health and Safety Administration (OSHA) and blood borne pathogens;
Provides assistance to the Chief of School Support and Leadership as needed; and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Expertise in the area of school health programs, state
health laws, federal health requirements such as OSHA and related services;
Considerable knowledge of public school administration
policies and procedures;
Considerable knowledge of design, implementation, and
evaluation of professional development programs and initiatives;
Experience and skilled in personnel and program evaluation;
knowledge and skilled in the professional roles, functions and disciplines
within the department; demonstrated leadership and administrative competency;
Demonstrated ability to analyze data and provide alternative
solutions to problems;
Excellent written and oral communication skills and
effective human relations skills;
Experience with organizational transition;
Ability to organize and implement progressive programs; and
Experience with the development of collaborative,
sustainable professional learning communities.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor’s Degree in Nursing and a Master’s Degree in Nursing Administration,
Public Health, Education or Business Administration or related field from an
accredited college or university required.
A minimum of three (3) to five (5) years responsible experience in
administration; and a minimum of five (5) years of management experience in a
large public sector or organization.
CERTIFICATION REQUIREMENTS:
Registered Nurse license in the State of
Maryland required.
SUPERVISORY RESPONSIBILITIES:
Supervises departmental personnel including, Health Services Specialists,
Nurse Managers, School Nurses, Hearing and Vision Technicians and
administrative secretary.
