POSITION SUMMARY:


Under the direction of the Director of Payroll Services, the Supervisor of Pay and Leave Services is responsible for the planning, organizing and supervision of all pay and leave functions to ensure the accuracy and timeliness of all payroll services.  The incumbent of this position is responsible for the day-to-day management, distribution of workload and oversight of processing system-wide payroll, transaction and costing analysis and reconciliation, leave management, financial management and compliance reporting.  The Supervisor of Pay and Leave Services employs a thorough knowledge of Administrative Procedures, Board Policies, negotiated agreements, and federal, state and local laws to ensure compliance.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Develops, manages and oversees the district’s absence management program and related processes and procedures;

Partners with third party administrator and the legal and employee relations teams on matters related to leaves of absences, including but not limited to, Family and Medical Leave Act (FMLA), leaves of absences, Sick Leave Bank and other extended leaves of absence;

Leads and oversees all payroll procedures ensuring compliance with applicable laws and payroll tax obligations;

Compiles, organizes, interprets and presents data and information related to pay and leave processing, such as payroll expenditures, extended leaves of absence, pay types and time and attendance reporting;

Oversees and monitors configuration and maintenance of all payroll and leave systems and their integration with other systems (i.e., human resources information systems, budgeting tools and modules); serves as the system administrator for all payroll and leave applications;

Serves as the lead in developing and revising operational policies, procedures and practices related to payroll and retirement processing and leave management;

Reviews, researches and responds to information and data requests, including but not limited to, requests from auditors, general counsel and executive leadership;

Coordinates departmental workflow, provides guidance and direction, and ensures adherence to processing timelines and project deadlines;

Researches, analyzes and evaluates new service delivery methods and techniques;

Oversees, verifies and audits payroll and leave processes ensuring that the school system complies with all regulations and laws;

Advises the Director and executive leadership of payroll and leave related matters as appropriate;

Provides training and support to team members; reviews the work of assigned personnel as appropriate;

Evaluates assigned personnel in alignment with guidelines and procedures;

Assists the Director in the interviewing and hiring of department personnel;

Serves in the absence of the Director, communicating department directives and serving as a liaison to the school system and other agencies; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Knowledge of business principles, procedures and practices of pay and leave administration, including time reporting, payroll processing, deduction control, records maintenance and payroll accounting;

Through knowledge of payroll and leave related federal, state and local laws and regulations;

Knowledge of information management systems and their application to payroll operations;

Ability to review, examine, analyze, and interpret payroll and accounting documents and records;

Ability to analyze issues, shift priorities and cope with ambiguity in a fast-paced environment;

Ability to recognize, initiate and implement system changes;

Strong leadership and supervisory skills; ability to plan and supervise the work of others;

Ability to complete complex arithmetical computations;

Ability to maintain confidentiality;

Ability to establish and maintain effective working relationships with school system officials and employees; and

Ability to communicate and present effectively both orally and in writing; ability to prepare concise administrative and financial reports.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Bachelor’s degree from an accredited college or university in accounting, finance, business administration, information technology or a closely related field required; Master’s degree preferred.  A minimum of five (5) years of progressively responsible experience in a high volume payroll and/or human resources environment required.  Previous experience implementing pay and leave processes in an educational setting preferred.

CERTIFICATION REQUIREMENTS:


Certified Payroll Professional (CPP) preferred.

SUPERVISORY RESPONSIBILITIES:


Provides guidance and supervision to assigned personnel.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.
