POSITION SUMMARY:
Under the direction of the Director of Purchasing and Supply Services, the Supervisor
of Purchasing Operations will perform procurement activities to meet mandatory
deadlines. The incumbent will be required to interface with all levels of
executive management, principals, county stakeholders, other supervisors,
outside vendors, etc. in a professional manner. The Supervisor of Purchasing
Operations will also be required to stand-in for the Director, as needed. The incumbent
will be responsible for the oversight of daily procurement operations, processes
and procedures, including supervising assigned personnel. The Supervisor of Purchasing and Supply will
work to ensure compliance with Prince George's County Board of Education
policies and the State of Maryland's procurement related statutes and regulations within the Code of Maryland
Regulations (COMAR) document. The incumbent will work to implement best
practices and ensure Prince George’s County Public Schools (PGCPS’) procurement
activity abides by a high level of ethical standards, and the applicable legal
level of transparency.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Manages the purchase of a wide variety of
categories, including materials, equipment, supplies and services for the
school system through various procurement methods;
Manages the staff and leads the process for
strategic sourcing and cross functional teams and develops enterprise-wide
solutions via complex sourcing processes to include analysis of market trends
and spending;
Manages the staff’s tasks as they relate to
pre-award, post-award, and/or close out functions for parts and
materials, supplies, professional services, and other types of contract requirements
assigned to Purchasing and Supply Services;
Interfaces with and manages procurement
timeline requirements needed to assure receipt of the most cost effective
products and/or solutions for inventory management system;
Exercises general supervision in the
administration of operational procedures governing the procurement functions
and the disposal, transfer, delivery of materials and supplies in the
Warehouse;
Monitors the activities and operations of the
department to ensure bids for warehouse distribution/shop stores are completed
in a timely manner;
Evaluates historical data to determine
changes in productivity, and implement appropriate corrective courses of action
to control operations efficiency and effectiveness;
Interfaces with representatives of other
public, private and parochial school systems, including county agencies and the
public frequently;
Analyzes purchasing data using information
from the financial software and other sources to maximize the efficient use of Board
funds;
Plans, analyzes and develops management
reports regarding timely, sensitive issues and major operational transactions,
as requested;
Assists the Director of Purchasing with
establishing, maintaining, implementing procedures, disseminating guides,
manuals and other documents regarding procurement policies and procedures to
improve overall work flow;
Assists in the preparation and management of
the departmental budget;
Carries out supervisory responsibilities
in accordance with organization’s policies and applicable laws which include
interviewing, interviewing, hiring, staff development, staff supervision,
complaint resolution and problem solving;
Reviews purchase orders, and monitors surplus
equipment and furniture for sale/donation to ensure compliance with Board policy;
and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Considerable knowledge of modern principles
and practices of large scale procurement and preparation of highly complex
solicitations and contract documents;
Ability to support and assist the
Disadvantaged Business Enterprise Program, conduct procurement training for
procurement personnel and provide presentations to prospective offers at annual
business opportunity seminars;
Experience and a thorough understanding of
current purchasing practices and strategic sourcing techniques;
Possess solid expertise in the formatting,
terminology and procedures for preparing bids and specifications;
Knowledge of state laws and local regulations
relating to the procurement of supplies and services;
Computer proficiency required, with primary
emphasis on office organizational tools (Intranet/Live Link/Internet;
E-mail, task tracking, and calendar functions), spreadsheets, software
application databases, Microsoft Office Suites and the Oracle based systems;
Possess excellent problem-solving and
analytical skills;
Experience in change and process management;
Experience in budgeting, forecasting and
planning;
Ability to analyze procurement
transaction reports and data to determine spending needs and make
recommendations to improve processes and serve as a catalyst for continuous
process improvement;
Possesses a high sense of integrity and
professional ethics; and
Good written and verbal communication skills
required.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor's degree from an accredited college or university
in the field of contract management, business administration or a closely
related field required, Master's degree preferred. A minimum of (5) five years of progressively
responsible experience in public procurement, including some supervisory
experience required.
CERTIFICATION REQUIREMENTS:
Certified Professional Public Buyer (CPPB) or Certified Public
Procurement Officer (CPPO) preferred.
SUPERVISORY RESPONSIBILITIES:
Supervises and provides
guidance to assigned personnel.
