POSITION SUMMARY:
This position is responsible for the
supervision of the Special Education Data Management Office in the Division of
Special Education. In addition, the
Supervisor assists the Executive Director of Special Education with the
development and management of the Department’s budget.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Coordinates and
supervises the operations and workflow in the offices of Data Management &
Technology Office;
Provides overall
supervision to insure the effective management and utilization of all data
concerning special education programs;
Supervise the
operations and workflow of Special Education labs;
Prepares, coordinates
and monitors the budget for Special Education Department;
Prepares and assists
in the budgetary planning for the expansion of programs and program
evaluations; develop cost projection for existing/new programs and initiatives;
Review and process
all positions actions request for the departments;
Coordinates and
approves all purchase orders for Special Education Department;
Coordinates and
monitors trainings provided by the Data Management staff to Special Education
teachers;
Coordinates and
supervises specialized transportation for student with disabilities;
Coordinates and
supervise SSIS Projects & MSDE data requests;
Coordinates and
assist with Special Education Website/Google sites;
Providing overall
supervision to insure compliance with all reports mandated by MSDE;
Monitors the
implementation of MD Online IEP and ongoing technical support to Schools;
Assists with the
development, implementation, and management of the internal Financial
Management Tracking system for all budgets, restricted and unrestricted, which
are essential to the operation of the Department;
Prepares data
requests for the department and various offices;
Assist Supervisors in
projects related to technology;
Analyzing and
reconciling the monthly budget reports and reporting discrepancies to the
Director;
Coordinating the
Inventory Control Process for the Department;
Coordinates and
assist in budgetary operations of various instructions programs;
Coordinates yearly
staffing for the Department of Special Education with the Office of Human
Resources;
Fiscal Control of
Department of Special Education Funding (General and Restricted, Budgets,
Financial Schedules);
Work collaboratively
with Pupil Accounting Office, Information Technology Office and Budget Office;
and
Performing related
duties as required.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Strong background in
technology, finance and budgeting, including proficiency related to computer
programs used by schools, email and the Internet;
Knowledge of data
processing procedures and computer networking;
Understanding of
Special Education regulations, policies and procedures as they relate to data
collection;
Experience in
business and/or public administration of fiscal and operational data;
Experience working
with grant funded programs;
Understanding of federal
and state laws and regulations pertaining to grant funded program; and
Effective oral and
written communication skills and human relations skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor’s Degree in
business management, Masters preferred, with course work in accounting and
statistics; or any equivalent combination of experience and training that
provides the knowledge, skills and abilities.

Supervision of Data
Management and Technology Office staff.
