POSITION SUMMARY:


Under the direction of the Director of Alternative Infrastructure Planning & Development, the Supervisor of Alternative Infrastructure Planning & Development is responsible for assisting the Director in the discharge of duties relative to financial planning and analysis, administration, supervision and coordination of the alternative infrastructure planning and development program.  The construction process uses the design, build, finance and maintain (DBFM) structure with an availability payment. The Supervisor of Alternative Infrastructure Planning & Development serves as a liaison to the Director of Purchasing and Director of Capital Projects on the coordination of projects through the DBFM phases. 

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Supports the strategic goals of the program, including timeliness, adherence to procedures and cost-effective program delivery;

Serves as a coordinator and liaison between the Office of Alternative Infrastructure Planning & Development, the Office of Capital Programs and the Project Management Office, ensuring that project implementation plans adhere to strict state and local timelines;

Leads and directs development of annual program financial plans with a focus on policy and strategy implementation and integration to ensure that contracts, billings and forecasting are within negotiated and agreed-upon parameters;

Develops standard procedures and monitors compliance; provides support in the development of strategic plans for the program and conducts periodic reevaluation of strategies to support the achievement of the departmental goals and objectives;

Supports and assists with long-term budgeting and forecasting; assists in the development of an annual operating budget for the program and monitors project records for accuracy, completeness, and compliance with retention policies;

Serves as a liaison to the Purchasing Department, coordinating reporting and developing contract acquisition plans for approval by both the Director of Purchasing and the Director of Capital Programs;

Monitors and controls program execution and performance of construction, cost and schedule milestones and other strategic goals related to the program implementation;

Manages the development of the quarterly, annual and five-year program assessments as required and requested by the Maryland Interagency Committee for Public School Construction (IAC) and the Board of Education;

Assists in and monitors the coordination of all facets of the DBFM process, including solicitation of qualified advisors and developers, project planning, development of educational specifications, contract negotiations, budget forecasting and submissions to the Board of Education and the IAC;

Assists the Director of Alternative Infrastructure Planning & Development in providing technical and administrative leadership and oversight of DBFM activities;

Implements program dashboards and controls tracking, providing program management and program finance inputs, variance analysis against current year plans, and monitors and provides quality control for the reviews of architectural and engineering plans and specifications for fiscal and technical sufficiency;

Monitors financial management associated with formulating and adhering to capital budgets; assists in standardizing project delivery methods and methodology, monitors and advises on project cost stability and analysis of bids and contractors;

Researches, formulates and enforces standards for design, materials and quality of construction and alteration of Prince George's County Public Schools in coordination with the design section and the Department of Building Services; and

Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Good working knowledge of the principles of educational program and service requirements for the school system, school administration and organization;

Demonstrated knowledge of county, state, and federal regulations pertaining to public facility construction and administrative services;

Ability to inspect and evaluate all phases of construction projects to determine conformance to construction specifications;

Computer literacy including proficiency with Microsoft Word, Excel, and PowerPoint;

Excellent organizational and management skills; and

Excellent oral, written communication, facilitation, interpersonal and collaboration skills.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Bachelor’s degree from an accredited college or university in planning, public policy, civil engineering, business, finance, law or a closely related field required; Master’s degree preferred. A minimum of ten (10) years of demonstrated leadership ability in the areas of public construction, public school facility planning, finance, capital programs, public-private partnership or combination thereof, required. Experience with multi-million dollar projects focused on construction and/or innovative project financing preferred.

CERTIFICATION REQUIREMENTS:


Professional Engineer (PE) license or Project Management Professional (PMP) certification preferred.   

SUPERVISORY RESPONSIBILITIES:


Supervises and provides guidance to assigned staff, project developers and consultants.
