POSITION SUMMARY:


  Under the supervision of the Director of Purchasing and Supply Services, the Supervisor of Purchasing Services will perform procurement activities in a deadline driven manner and because they will be required to interface with all levels of executive management, Principals, county stakeholders, other Supervisors, outside vendors, etc. they must present themselves in a professional and high caliber manner at all time.  The Purchasing Supervisor as instructed will be required to stand-in for said Director as needed.   The Supervisor of Purchasing Services will be responsible for oversight of the day to day procurement operations as it relates to the Purchasing Services' process & procedures and manage the assigned Purchasing Services personnel as designated.  The Supervisor of Purchasing Services will work to ensures compliance with Prince George's County Board of Education policies and the State of Maryland's procurement related statutes and regulations within the Code of Maryland Regulations (COMAR) document.  With management approval, the Supervisor of Purchasing Services will work to implement best practices procurement process and procedures.   The Supervisor of Purchasing Services will work to ensures PGCPS procurement activity abides by a high level of ethical standards and the applicable legal level of transparency.   

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Managing the purchase of a wide variety of items to include construction and non-construction related materials, equipment, supplies and services for the school system through formally advertised bidding procedures, letter quotes and telephone quotes;

Manage the staff tasks as they relate to pre-award, post-award, and/or close out functions for parts & materials, supplies, professional services, and other types of contract requirements in assigned to Purchasing Services;

Interface with and manage procurement timeline requirements related to the Capital Programs facility work efforts in the appropriate timelines needed to assure receipt of the most cost effective product and/or solution for major and minor construction related projects;

Monitor and manage office and procurement staff Leave and Sick activity to help assure work coverage is maintained at an acceptable level to accommodate work requirements;

Manage the activities related purchasing staff's procurement and vendor contracting services, maintaining efficient operation of services, including the assignment of duties and evaluation of personnel work performance;

Interface with representatives of other public, private and parochial school systems, County agencies and the public frequently;

Manages the Board's procurement card program and oversees the monthly audit of all expenditures to ensure compliance with the Board policy;

Analyzes purchasing data using information from the financial software; and other sources, - to maximize the efficient use of Board funds;

Consolidate the needs by standardizing supplies, materials and equipment;

Develop and implement procedures to improve work flow;

Assist with the preparation of proposals, specifications, purchase orders and contracts;

Monitor departmental performance matrix and analyze performance trends;

Assist in the preparation and management of the departmental budget;

Assist in the hiring, training, evaluating, managing and as necessary termination of  department personnel;

Maintain proficiency in computerized purchasing/business systems; be literate and functional with Microsoft Office, Word and Excel; and

Review purchase orders for compliance with Board policy

 

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Experience in supporting and assisting the Disadvantaged Business Enterprise Program and conducting procurement training for procurement personnel and procurement presentations to prospective offers at annual business opportunity seminars;

Prior experience and knowledge of purchasing work and modern office practices;

Prior experience and knowledge of format, terminology and procedures for preparing bids and specifications;

Prior experience and knowledge of state laws and local regulations relating to the procurement of supplies and services;

Computer proficiency with primary emphasis on office organizational tools (Intranet/Live Link/Internet; E-mail, task tracking, and calendar functions), spreadsheets, software application databases, and word processing (Microsoft Office product suite) and the Oracle based systems;

Possess excellent problem-solving and analytical skills;

Historical Strong project management and multi-tasking skills;

Experience in budgeting, forecasting and planning;

Experience hiring, developing and evaluating employees to achieve Board and personal objectives; and

Manage the furniture, fixture and equipment process for new and renovation school projects

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

Bachelor's degree from an accredited college or university in Contract Management, Business Administration, School Business Administration, Master's degree preferred.

 

 



CERTIFICATION REQUIREMENTS:


 

CPPB or CPPO certification required within 2 years of employment


 

 



SUPERVISORY RESPONSIBILITIES:


 

Supervises office and procurement staff.
