POSITION SUMMARY:
Under
the direction of the Safety and Security Coordinating Manager, the Supervisor
of Security Systems plans and supervises the installation, operation and
monitoring of the total alarm system for the purpose of ensuring the protection
of students, teachers, staff and school property. The incumbent of this
position shares in the development and administration of the comprehensive
security program throughout the school system, and is responsible for the
effective operation of the technical services offered by the Office of Safety
and Security Services. The incumbent is
responsible for the effective operation of the monitoring system within the
schools in which it has been installed and also for coordination of tasks
required to ensure its proper implementation and operation within other schools
and buildings; works with school officials and outside county agencies in order
to ensure acceptance of proposed physical security policies and
procedures. Work requires the ability to
give technical direction to subordinates which have system-wide effects and
involve sensitive situations. The
incumbent is allowed latitude for independent judgment because of the technical
nature of the position and the continuous review of practices and procedures to
determine the most effective and efficient method of handling unexpected or
altered conditions. Work is performed
under general supervision and is reviewed in terms of the accomplishment of
objectives.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Plans and coordinates installation of alarm systems;
Initials installation of interface equipment for cable TV
transmission;
Engineers and fabricates additional alarm functions;
Surveys current site installation and determines alterations
needed to be made to meet changing requirements for building use;
Supervises, inspects and approves installations performed by
outside agencies;
Draws up technical specifications for the purchase and
installation of alarm equipment;
Establishes and maintains all logs, records and reports
generated as a result of an alarm or telephone notification;
Maintains a constant state-of-the-art expertise of all types
of alarm equipment to meet divergent requirements of school system;
In conjunction with the Department of Building Services,
assists in designing the interfacing phases of new programs to monitor
environmental controls in schools;
Assists in the preparation and monitoring of annual budget
for the Technical Services Program;
Acts as liaison for inter and intra departments/agencies
regarding technical services;
Interviews applicants for employment;
Supervises, trains, and instructs employees;
Informs and instructs school administrators as to procedure
in operation of alarm system; and
Performs related work as required.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Thorough
knowledge of personal and property security procedures involved in the
installation and monitoring of alarm systems including upgrading present
equipment and evaluating any new equipment on the market;
Ability
to write specifications for various types of electrical ancillary equipment;
ability to maintain expertise with electrical codes, building codes, and new
burglar alarm codes;
Ability
to assume responsibility and act independently;
Ability
to deal tactfully with a wide range of persons;
Ability
to assign and supervise the work of subordinates;
Ability
to express judgment; and
Good
physical condition.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Extensive
electronics background with a specialization in burglar alarm equipment with a
minimum of 5 years alarm installation, central station operation experience,
and knowledge of blueprints and technical specifications, or any equivalent
combination of experience and training which provides the required knowledge,
skills and abilities.
CERTIFICATION REQUIREMENTS:
Possession
of a valid Motor Vehicle Operator’s License (Class D). Qualify for the Maryland State
Special Police Commission.
SUPERVISORY RESPONSIBILITIES:
Oversees
and provides guidance to assigned personnel.
