POSITION SUMMARY:


Under the direction of the Supervisor of Risk Management, the Transition to Work Coordinator will coordinate the Transition to Work (TTW) program. The incumbent of this position will work directly with the Board’s claims administrator, human resources and other departments as appropriate to ensure eligible employees are placed in light/modified duty positions during their recovery. The TTW Coordinator will facilitate return-to-work assignments for those requiring temporary modified/transitional duty assignments and will assist supervisors in identifying potential job/equipment modifications when necessary.  The incumbent will be responsible for contacting employees, corresponding with medical providers and attorneys, analyzing and interpreting medical reports, preparing correspondences and reports, and participating in court proceedings, as necessary.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Communicates work restrictions to supervisors to help coordinate light duty/modified work restrictions or a transitional work assignment and ensures the supervisor complies with the employee’s work restrictions;

Communicates the guidelines and requirements for the TTW program to employees, supervisors and all stakeholders;

Obtains and reviews work status and work restrictions documentation from treating physicians;  ensures transitional assignments comply with all restrictions as indicated by the employee’s treating physician;

Seeks  to create TTW opportunities for employees, obtains information relative to the availability of suitable jobs for employee(s) in the program; maintains a job bank of temporary modified duty assignments;

Trains PGCPS staff regarding the benefits of the TTW program, while assisting principals, supervisors and managers to create TTW assignments within their department/school;

Communicates directly with employees to provide details regarding work schedules, specific job duties, and all requirements necessary to perform efficiently during their  light duty assignment; brings concerns to the attention of participants, supervisors and adjusters, when necessary;

Works in collaboration with other departments and the third-party administrator to ensure all requirements for the TTW program remain compliant; collects and monitors data to monitor the effectiveness of the program;

Performs observations and check-ins at temporary work sites when necessary to ensure all guidelines are met;

Maintains detailed and accurate records; obtains updated medical documentation when necessary to extend TTW assignments; appropriately follows up on TTW assignments which continue beyond the authorized period;

Works in conjunction with General Counsel to resolve litigated or otherwise disputed claims;

Manages and investigates assault leave inquires including interviewing witnesses and compiling facts in accordance with Administrative Procedure 4154;

Works with supervisors to develop and/or collect task list for modified duty assignments; performs modified job reviews and evaluates the appropriateness of each work-site for modified work duty participants;

Facilitates communication among employees and management by providing guidance and consultation regarding problem-solving, dispute resolution, and compliance to aid with resolving internal conflict through appropriate conflict management and critical thinking techniques;

Reviews, evaluates and facilitates placement of eligible employees in the TTW program, and ensures all employees enter and exit on schedule based on pre-established approval date;

Prepares reports using Excel and Google Docs to provide the status of activities for all eligible employees participating in the program and  prepares official confirmation letters for employees and supervisors; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Ability to function independently and work within a team;

Ability to understand  the Maryland Workers’ Compensation Act, Americans with Disabilities Act, and other applicable state/federal statutes and regulations;

Good judgement in interpreting medical diagnosis, medical facts provided by a physician and  the ability to apply these facts in determining an individual’s capacity to engage in full duty work assignments and/or light duty work assignments;

Ability to understand medical terminology, body systems, and/or impairments and their disabling effects;

Exceptional written and verbal communication skills;

Ability to multitask, flexibly prioritize and execute task under pressure; highly organized with strong follow-up skills;

Ability to build and maintain professional relationships;

Ability to problem solve and think critically;  

Ability to maintain confidentiality and appropriately handle sensitive information with discretion; and

Strong computer skills, including proficiency in Microsoft Word and Excel and Google applications.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Bachelor’s degree from an accredited college or university in business administration, human resources or a closely related field required; Master’s degree preferred.  A minimum of three (3) years of experience directly related to the duties and responsibilities outlined for the position.

May oversee the work of assigned personnel.
