POSITION SUMMARY:Under the direction of the Director, the Senior Technology Program Manager will support the management of successful district projects and fulfill other responsibilities within department. Primary responsibilities of the Senior Technology Program Manager will include project oversight, management, implementation and deployment of system-wide projects and programs within the Prince George’s County Public School System. This includes development of work plans, schedules, project estimates, resource plans and status reports, as well as promotion and implementation of project management best practices. The position may also serve in a Team Lead capacity coordinating the efforts of Program Managers and Business Systems Analysts. The position will collaborate with project sponsors, subject matter experts, vendor partners, and district staff.
DUTIES AND RESPONSIBILITIES Prepare
project scope; and develop project plans, schedules, project estimates,
resource plans, status reports, and metrics per standard methods and practices;
Consult
with school system divisions on business requirements and specifications; Manage
project plans, sponsor expectations and schedules for assigned projects; Provide
technical and analytical guidance to project team members; Recommend
and take action to direct the analysis and solutions of problems; Ensure
adherence to quality standards and specifications; Ensure
that projects are implemented according to defined requirements; Interact
and maintain positive relationships with external and internal Prepare
and report accurate project status to management; Ensure
detailed documentation and records of project implementations, including all
changes to deliverables, resources and schedules; Lead
project meetings with project teams; Resolve
project issues and resource allocation conflicts to expedite timely Provide
direction for deployment and change management activities; Manage
project risks by anticipating issues throughout the implementation and provide
immediate resolution or escalation where required; Act
as a mentor to team members, providing constructive feedback to same, and as
requested - input to the Director regarding performance evaluations; Act
as a mentor to initiative project managers, providing information and feedback
on project management best practices; Exercise
experienced judgment to plan and accomplish goals; Manage
outsourced work, consultants, vendors, and relationships; Provide
project and program management consulting, education and oversight to support
Sponsors and Functional Project Managers; and Experience in @TASK
project management software preferred.

QUALIFICATIONS Proven experience in
project planning, budgeting, scheduling and resource management skills of
large, complex projects; Effective time
management, documentation and organizational skills; Good understanding and
knowledge of implementation methodology or integration methodology; Strong leadership
skills; Experience dealing
with third party vendors; Excellent written,
oral, and interpersonal communication skills; Ability to present
ideas in business friendly or user friendly language; Highly
self-motivated, self-directed and attentive to detail; Ability to
effectively prioritize and execute tasks under pressure; Extensive experience
working in a team-oriented, collaborative environment; and Proficiency with MS
Office Suite (Word, Excel, Power Point) and MS Project.
EDUCATION and/or EXPERIENCE REQUIREMENTS: Bachelor Degree or higher (Master’s Preferred) in Information Technology, Project Management, Computer Science or related field, with 5-6 years project management experience.
CERTIFICATION REQUIREMENTS: PMI Certification
SUPERVISORY RESPONSIBILITIES: The position may also serve in a Team Lead capacity coordinating the efforts of Project Managers and Business Systems Analysts.
