POSITION SUMMARY:Under the direction of the Director - Benefits Administration, the Supervisor - Retirement and Other Benefits, working in collaboration and cooperation with the Supervisor - Employee Benefits, is responsible for the implementation and administration of PGCPS’ retirement and other benefits programs. This position will serve as PGCPS’ main point of contact with the Maryland State Retirement and Pension System (MSRPS) and will design and oversee processes and internal controls to ensure timely and and accurate accounting and reporting of pension contributions to the MSRPS. The Supervisor will design, lead, and coordinate various professional development workshops and will represent the Benefits Services Department during Orientations, Benefits Fairs, Retirement Conferences, and other events. The Supervisor will manage all accounting, reporting, and communication related to the tax sheltered annuity (TSA) and flexible spending accounts (FSA) programs and will serve as PGCPS’ main point of contact with the related vendors. The Supervisor will design, lead, and coordinate/ensure coordination of PGCPS’ health and wellness initiatives. The Supervisor will provide leadership to departmental staff in the development and maintenance of an effective employee and retiree communication program including but not limited to benefits and retirement documents, publications, webpage, employee self-service, on-line enrollment and face-to-face, phone, e-mail and voicemail communication approaches.
DUTIES AND RESPONSIBILITIES Serves
as primary day-to-day Supervisor for the Retirement and Other Benefits staff; Oversees
the workflow of the Retirement and Other Benefits staff, including making
appropriate staffing assignment recommendations to ensure objectives are met
and work is accomplished; Oversees
the administration of PGCPS’ retirement and other benefits programs for
employees and retirees, including, but not limited to, the Maryland State
Retirement System (MSRS) pension plan, voluntary supplemental retirement
investment programs, the Employee Assistance Program (EAP), flexible spending
accounts, health and wellness initiaves, and other benefit related programs
that may be assigned; Assists
with the development of efficient, effective and accountable customer service
procedures for retirement processing and counseling; Plans,
develops, and coordinates PGCPS’ wellness initiatives; Serves
as primary day-to-day benefits liaison with the Maryland State Retirement and
Pension System, Tax Sheltered Annuity program partners, Flexible Spending Account
vendor, government agencies, board attorneys, advisors, and TPAs; Serves
as resource related to Medicare and other retiree benefit matters; Assists
in coordination of annual Open Enrollment planning and processing,
Pre-Retirement Conferences, Benefits Fairs, and other scheduled events. Also
coordinates Benefits Services’ participation in all New Employee Orientation
Programs; Assists
the Director - Benefits Administration, with preparation of budget requests,
cash forecasts, and management reports for the Benefits Department; Authorizes
payments to vendors, refunds to employees and retirees, and other disbursements
in a timely accurate manner; Develops
and revises benefits communication materials including publications and
documents, webpage, employee self-service, online enrollment and other
electronic/automated tools. Previews all information which is to be distributed
to all employees and retirees through the Chief Financial Officer’s Office; Provides
leadership development opportunities and guidance; Communicates
appropriately and effectively with all levels of staff; and

in the Oracle Human Resources Benefits module; Must
have ability to analyze issues, shift priorities, and cope with ambiguity in a
fast-paced environment; and Ability
analyzing numbers, budgets, using forecasting tools, and understanding complex
data.
EDUCATION and/or EXPERIENCE REQUIREMENTS: Bachelor’s Degree in Business Administration, Human Resources Management, Health Education, Health Promotion, or a related field with a minimum of five (5) years progressively responsible professional experience; major coursework in health education, health promotion, or a related field is a plus; minimum of three (3) years’ experience operating a large, computerized payroll and benefits system in the government or private sector (experience with Enterprise Resource Planning (ERP) systems, preferably Oracle Human Resource Management System (HRMS)/Oracle Advanced Benefits (OAB), is a plus); minimum (3) years’ experience health/wellness programming work experience and/or demonstrated competence in health wellness management; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Must have demonstrated successful supervisory experience, and be able to lead staff through managing change.
