POSITION SUMMARY:Under the direction of the Director of Monitoring and Accountability, the Data Technical Lead will design, conduct and administer the district’s data quality and report validity functions. The incumbent of this position will provide direct support and expertise in the design, development, implementation and administration of school and district performance and accountability systems. The Data Technical Lead will facilitate collaboration between system users and IT developers, using their deep knowledge of district data and the business needs of school and central office staff.
DUTIES AND RESPONSIBILITIES Assists the Chief
Accountability Officer and Director of Monitoring and Accountability in the
administration and management of Maryland State Department of Education (MSDE)
and data quality projects; Develops and coordinates
data collections and reporting functions for district, state, local and federal
clients; ensures reports are delivered error free and valid for appropriate
use; Develops and coordinates
processes to ensure accountability data are analyzed and reported to the
appropriate users accurately and in a timely fashion; Provides technical
assistance and training on school and district performance plans and related
accountability topics to administrative regions and schools, as needed; Assists with new and
ongoing accountability projects; Collaborates with staff
from other district offices; Responds to general
inquiries and requests for accountability-related information, organizes
meetings, prepares publications and reports and drafts accompanying correspondence;
Provides
measurement expertise and analyses to assist in objectives; measures,
milestones, success indicators and goal setting, and monitors efforts for the district
and offices; Facilitates
and monitors district efforts to fully populate the data warehouse with
assessment data; designs
and monitors development of performance dashboards with Data Warehouse
technical developers; Assists
the Director of Monitoring and Accountability in the monitoring of assignments
and output for quality, efficiencies and timeliness; tracks ongoing management
analysis metrics to determine if goals are being met; Assists
the Chief Accountability Officer and Director of Monitoring and Accountability
in the research, assessment and development of proposals for additional
performance and accountability projects to support system goals; Provides
leadership and mentoring to district offices in the development of data rules,
discrepancy reports, data verification and correction procedures and reports
development; Manages the creation, development, approval and
administration of system data rules within the Certify™ product; Assists with data
collection and data summary activities; tracks tasks and timelines for project
activities; and Performs other duties
as assigned.
QUALIFICATIONS Knowledge of and
experience with Elementary & Secondary Education Act (ESEA) legislation,
Title I requirements, MSDE data collection and reporting procedures, education
standards, large-scale assessment, educational measurement and statistics; Knowledge of Federal Title
I policies and practices, especially those relating to accountability, data
disaggregation and reporting; Must be familiar with
current education policies and is experienced in education research; experience
in large-scale assessment, and familiarity with educational measurement
concepts and technical issues; Must
be organized, competent, detail-oriented, and
able to work efficiently and effectively in a fast-paced work environment and
under tight deadlines; demonstrated ability to work independently and to work
well with people at all levels is essential; Ability
to organize complex data management and reporting projects; experience with
project management principles; Ability to work with groups
and individuals, building consensus for projects and policies; Proficient with Statistical Package for
Social Science (SPSS), Software for Statistics and Data Science (STATA), MS
Office including Word, PowerPoint, and Excel; Ability to use the Internet and
Intranet, electronic mail, and electronic list server management; and Excellent oral and written communication
skills, and strong interpersonal and analytical skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS: Master’s degree from an accredited college or university in data analysis, information technology, computer science or a closely related field required. Minimum of five (5) years of progressively responsible experience related to data analysis, project management and/or data management and strategy required.

SUPERVISORY RESPONSIBILITIES: May supervise other employees and assist the Director in providing guidance and direction to the department.
