POSITION SUMMARY:Under the direction of the Director of Capital Programs, the Construction Cost Estimator estimates construction of new schools or renovations to existing educational facilities or other capital improvements to public schools in Prince George's County including conceptual estimates, negotiated bids, budgets, general conditions, systems studies and comparisons, value engineering, subcontractor relations and staying abreast of industry developments applicable to estimating.
DUTIES AND RESPONSIBILITIES Read blueprints and technical
documents in order to prepare estimates; Collaborate with engineers, architects,
project managers and planners, design team, construction managers and general contractors; Calculate, analyze, and adjust
estimates; Recommend ways to reduce cost; Identify factors affecting
costs, such as production time, materials, and labor; Work with procurement teams to
prepare estimates and solicitations; Maintain records of estimated
and actual costs; In
coordination with the design section and the Department of Building Services,
researches, formulates and enforces standards for design, materials, and
quality of construction and alteration of Prince Georges County Public Schools;
Assists
in the development of an annual operating budget for the capital program and
monitors project records for accuracy, completeness, and compliance with
retention policies; Utilize
cost estimating software and tools. Maintains cost keys and price masters by
updating information; Resolves cost discrepancies by collecting and
analyzing information; Prepares special reports by collecting,
analyzing, and summarizing information and trends; and Performs other duties as required.
QUALIFICATIONS Ability
to make and communicate a variety of recommendations for architectural
engineering and mechanical/electrical situations; Ability to pass a criminal background check; Demonstrated knowledge of cost estimating principals and
procedures, construction methods, and related industry experience; Demonstrated knowledge of design techniques, tools, and
principals involved in understanding and use of precision technical plans,
blueprints, drawings, and models; Demonstrated knowledge and ability to use cost estimating
software such as: MII, PACES, SUCCESS, SAGE/Timberline, PlanSwift OTO , RSMeans
and/or other platforms; Demonstrated knowledge of business and management principles
involved in strategic planning, resource allocation, human resources modeling,
leadership techniques, production methods, and coordination of people and
resources; Demonstrates a strong work ethic, positive attitude and the ability
work within a team; Ability to manage large workload of multiple and varied
construction projects; Ability
to establish and maintain effective and professional work relationships with
other school official, architects, engineers, contractors, and outside agencies;
and Excellent
oral and written communication skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS: A Bachelor's degree in architecture, engineering, construction management, business management or a related field; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
CERTIFICATION REQUIREMENTS: Certification(s) from AACE International, PMI, CMAA or similar organizations preferred, and a valid driver’s license.
SUPERVISORY RESPONSIBILITIES: Minimal, supervising support staff.
