POSITION SUMMARY:Under the direction of the Director of Monitoring and Accountability, the Data Management Accountability and Strategy Lead will turn data into information, information into insight and insight into policy and procedure decisions for Prince George’s County Public Schools with a focus on advanced data analysis and dashboard reporting. The incumbent of this position will provide strategic and tactical support to the organization by analyzing and interpreting data to provide creative, district-wide solutions. The Data Management Accountability and Strategy Lead will oversee projects to provide relevant, actionable data through dashboards and other data reports to school-based and central office stakeholders, as well as design business requirements documentation for dashboards and data reports, develop these dashboards and reports, and monitor performance and quality control plans to identify improvements. The incumbent of this position will be responsible for assisting the Office of Monitoring and Accountability with data collection procedures, improving the accuracy and reliability of data reports and conducting data analyses to support the school district’s functions.
DUTIES AND RESPONSIBILITIES Collaborates and works closely with IT
to develop dashboards and reports to support district stakeholders and modifies
these interactive dashboards and reports as needed; Oversees the testing of reports and
dashboards for accuracy and performance; identifies and defines new process
improvement opportunities; Performs a wide variety of data
analyses, interpreting data, analyzing results and applying statistical
techniques; prepares analyses, reports and presentations as required; Develops and implements data collection
systems and other strategies that optimize statistical efficiency and data
quality; develops rules and methodologies for effective data management; Works closely with management to
prioritize business, performance and information needs; Acquires data from primary and secondary
data sources; identifies, analyzes and interprets trends and patterns in
complex data sets; Creates and executes project work plans
and revises as appropriate to meet changing needs and requirements; defines and
identifies required resources; Manages the day-to-day operational
aspects of a project scope, including monitoring project deliverables and
enforcing project standards; and Performs
other duties as assigned.
QUALIFICATIONS A
data interpretation expert with knowledge of data analysis; knowledge of data
analysis tools and computer systems technology; Technical expertise regarding
statistical methods and data analysis; knowledge of statistics and experience
using statistical packages for analyzing large datasets (SPSS, SAS, Stata,
etc.); Adept at queries, report writing and presenting
findings; familiarity and experience with reporting packages and databases
(i.e., SQL); Strong analytical skills with the ability to
collect, organize, analyze and disseminate significant amounts of information
with attention to detail and accuracy; Knowledge of school district business and public school administration;
familiarity with data access regulations and Family Educational Rights and
Privacy Act (FERPA); Considerable
knowledge of data analyses, research design and evaluation procedures;
understanding of data warehousing and business intelligence technologies; Updates
technical skills and knowledge through continuous self-study, tutorials and
classes; Strong
leadership skills; ability to lead a team and oversee the work of others; Excellent
oral and written communication skills; ability to effectively communicate
business and technical concepts; Ability
to work independently, as well as in a team environment; and Ability
to interact effectively with school officials, legal representatives, community
groups, employees and others.
EDUCATION and/or EXPERIENCE REQUIREMENTS: Master's degree from an accredited college or university in public policy, mathematics, statistics, economics, computer science or a closely related field required. Minimum of five (5) years of progressively responsible experience related to data analysis, project management and/or data management and strategy required.

SUPERVISORY RESPONSIBILITIES: May supervise other employees and assists the Director in providing guidance and direction to the department.
