POSITION SUMMARY:Under the supervision of the Chief of School Support and Leadership, the School Improvement and Support Officer will oversee the coherence and intersectionality of the organization’s vision and goals, area offices, professional development and school support and improvement needs of Prince George’s County Public Schools to yield desired outcomes. The incumbent of this position will strategically monitor the school leadership and student needs, school improvement process, organizational coherence, and the alignment and equity of resources to schools. The School Improvement and Support Officer will serve as a subject matter expert and will respond to related inquiries from the Board of Education, other school system administrators and the Superintendent of Schools.
DUTIES AND RESPONSIBILITIES Creates
and develops transformative structures for improvement within the division; Serves as
a conduit between the area offices, performance specialists, the Office of
Monitoring and Accountability, and the Office of Student Services; Spearheads
the district’s school leadership and improvement efforts by serving as a
subject matter expert; maintains knowledge of school improvement best
practices; Develops
and implements an accountability benchmark system; collects, analyzes and
reports systemic data, metrics and results; and makes appropriate
recommendations for action; Plans,
organizes and supports managing data analysis and functions of schools and
assigned departments; supports defining, implementing and measuring improvement
next steps aligned to overall improvement; Facilitates
data significant conversations inclusive of data collection and analysis from
disaggregate state test scores, school walkthroughs and other school specific
data; examines, facilitates and/or implements appropriate interventions based
on student needs; Plans,
directs, and coordinates with Principals to ensure comprehensive articulation
between programs and within school levels within a designated area; initiates
plans and implements activities designed to ensure school efficiency and
effectiveness; Identifies
and creates a plan for addressing the academic and social support needs of the
district’s Bridge to Excellence schools and develops frameworks for
improvement; Supports
the work of the Area Office Associate Superintendents on the delivery of
innovative strategies in support of school improvement through coaching and
capacity building; Collaborates
with other departments, conducts on-site school observations, and provides
feedback, support and recommendations for professional growth; Maintains
ongoing and effective communication with community and parents regarding
student achievement data, school programs and strategies aligned to parent engagement; Collates,
shares and analyzes data to determine strengths and needs of schools; data will
include such items as literacy, math, and other instructional data, student
subgroup data, discipline data and attendance data; Organizes
and manages special projects as identified by the Chief of School Support and
Leadership; and Performs
other duties as assigned.
QUALIFICATIONS Must be a dynamic, driven and organized
administrator with excellent oral and written communication skills; Demonstrated ability to multitask and
meet concrete deadlines in a fast-paced environment; Must have a positive can-do attitude and
be an excellent team player; Proficient in the use and application of
cross-cultural communication skills; Working knowledge of school system
policies and administrative procedures; Ability to problem solve, develop
creative solutions and make decisions with a high standard for accuracy and
attention to detail; Effective time management skills; Ability to provide leadership, guidance,
training and support to internal and external partners in the development and
delivery of equity programs and tools; ability to develop work plans and
training materials; Ability to establish and maintain
effective working relationships with school officials, employees, outside
agencies and the general public; and Ability to use computer technology in an
administrative and educational setting.
EDUCATION and/or EXPERIENCE REQUIREMENTS: Master’s degree from an accredited college or university required. A minimum of eight (8) years of related experience in which the incumbent has demonstrated consistently high quality work, initiative and leadership. Previous experience in an area office environment preferred.
CERTIFICATION REQUIREMENTS: Maryland Professional Certificate with Administrator I and/or II certification preferred.
SUPERVISORY RESPONSIBILITIES: Oversees and provides guidance to assigned staff.
