POSITION SUMMARY:Under the direction of the Chief Accountability Officer, the Director of Pupil Accounting and School Boundaries will have the overall responsibility for reviewing, monitoring and implementing all aspects of the Pupil Accounting and School Boundaries Department. The incumbent of this position will be responsible for initiating and developing the overall objectives for their assigned unit. Responsibilities include assessing the needs of the unit, developing an operational framework for the unit, developing a budget based on analysis of needs, and implementing the processes and procedures for evaluating programs and personnel in the unit. Special assignments are received through conferences, written instructions and requests from the Chief Accountability Officer and Superintendent of Schools.
DUTIES AND RESPONSIBILITIES Oversees all aspects of the Pupil
Accounting and School Boundaries Department; Recommends and maintains school boundary
changes for new and existing schools; Oversees student enrollment and
registration-related data and data systems for all schools and provides
in-service on collecting and reporting such data; Manages the charter school and specialty
program lottery programs; Provides pupil population projections
and other needed statistical analysis as required; Responds to inquiries from the general
public, schools, offices and other agencies regarding policies and procedures related
to boundaries, tuition and tuition waivers, charter and specialty programs,
registration and other related information; Provides appropriate statistical reports
required by the school system, county, state and federal agencies; Works with the Maryland Capital Park and
Planning Commission evaluating the effects of new developments on school
populations; Establishes the procedures for
non-residency requests for waiver of tuition and chairs the Tuition Waiver
Committee; Coordinates the payment of tuition for
nonresident students; and Performs other duties as assigned.
QUALIFICATIONS Considerable knowledge of public school
administration policies and procedures; Demonstrated leadership in guiding
diverse groups of people to an agreed plan or solution to a problem; Considerable knowledge of data
collection, manipulation and reporting, as well as data systems in general; Demonstrated ability to analyze data and
provide alternative solutions to problems; Excellent written and oral
communication skills; and Effective human relations skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS: Master's degree from an accredited college or university in planning, data management, business administration or a closely related field required. A minimum of eight (8) years of progressively responsible related experience, with a minimum of three (3) of supervisory experience. Previous administrative experience in an educational setting preferred.

SUPERVISORY RESPONSIBILITIES: Oversees and provides guidance and direction to the unit staff.
