POSITION SUMMARY:Under the direction of the Supervising Budget Analyst, the Budget Analyst II participates individually or as a project leader in the analysis, tabulation, summary, and development of preliminary restricted grant budgets for proposed grant applications in collaboration with grant program managers and department leaders. The incumbent of this position is responsible for performing tasks and coordinating with other departments relating to fiscal grants management, preparing grant appropriation journals, and monitoring spending to ensure compliance with local, state and federal requirements.
DUTIES AND RESPONSIBILITIES Creates
and loads grant budget appropriation journals for assigned grants; Serves as
a financial business partner with grant program managers; Manages
and monitors the approved budgets for grants in assigned grant portfolio; Reviews
and processes position change requests as needed; Provides
forecasting support in developing budgets for new and existing grant
applications; Monitors
and ensures compliance with all federal, state and local grant requirements; Processes
grant amendments and budget appropriation realignments as needed; Develops
budgetary basis for grant estimates for approved program activities and/or
initiatives; Provides
guidance to grant program managers on budget calculations and budget
justifications; Assists
with investigating and resolving grant budget inquiries from fiscal agents and
other stakeholders; Provides
review of grant budget journal/spending plans as aligned with approved grant
applications; Leads and
participates with other analysts operating as a team in the completion of
complex grant budget projects; Assists
departmental personnel in clarifying new or revised grant budgetary procedures;
and Performs
other duties as assigned.
QUALIFICATIONS Knowledge of the research and
statistical principles, methods, and procedures applicable to governmental
budgeting and accounting; Knowledge of public school system grant
finance and grant budget and expenditure reports; Ability to handle multiple grant
projects to meet established timelines and deadlines; Ability to work both independently and
as a member of a team; Ability to exercise judgment and
discretion in applying and interpreting policies and procedures; Ability to establish and maintain
effective working relationships with school officials, employees, and the
general public; Strong oral and written communication
skills; and Proficiency in Microsoft Excel and the
ability to learn various enterprise systems, including Oracle.
EDUCATION and/or EXPERIENCE REQUIREMENTS: Bachelor’s degree from an accredited college or university with coursework in accounting, public administration, business administration, or a related field required. A minimum of four (4) years of experience in the field of budgeting and/or grants management which provides the required knowledge, skills, and abilities necessary to perform effectively in this position.
