POSITION SUMMARY:


Under the direction of the Supervisor of Data Management, the Assessment Data Management Specialist will perform specialized database work (Oracle, Oracle Apex, SQL, XML, FileMaker Pro) and testing and research functions in the implementation and coordination of assessment programs at the elementary, middle and high school level for the Testing, Research and Evaluation Department.  The incumbent will use computer-based database techniques to capture, transform, append and process assessment data and other school related or student based data.  

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Employs database technology (such as Oracle and FileMaker Pro) to capture, store, and present assessment results to requesting individuals/departments/agencies;

Develops PL/SQL packages and SQL scripts to extract data;

Develops application pages in Oracle and Apex; creates scripts for table creation and migration of the objects;

Attends appropriate local and state meetings to become familiar with test data requirements and become familiar with file layouts and field definitions specific to each assessment;

Follows established processes and procedures for prioritizing;

Uses computer-based database techniques and procedures to capture, process and provide technical training and report assessment data and other school related or student based data;

Reviews and processes data requests from senior staff or from the Testing, Research and Evaluation Department’s Service Request Online (SRO)/Helpdesk application;

Assists with implementation and administration of targeted testing programs, e.g. English Language Proficiency Test, PSAT 8/9, Specialty Programs, Talented & Gifted, At-Risk Early Readers, National Assessment for Educational Progress, etc.;

Assists with the implementation of elementary, middle and high school assessment programs;

Assists with on-line testing programs to include registration, accommodations, and reporting in Pearson Access or similar assessment platform;

Assists in implementing and maintaining student assessment data for Post-Secondary Readiness, state and district testing programs;

Generates files using Excel to summarize assessment data for various offices and agencies;

Provides database administration functions to keep databases (such as Oracle and FileMaker Pro) available to schools with accurate and reliable information;

Relates test results for the Testing, Research and Evaluation Department to demographic information housed in Prince George’s County Public Schools student information database (SchoolMAX);

Performs quality control and validation to files prior to submission;

Analyzes, interprets and reports test findings and maintains effective working relationships with employees and school officials; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Experience in programming and database administration using a relational database system (such as Oracle and FileMaker Pro);

Knowledge of SQL *Loader to load the data into Oracle tables;

Working knowledge of Oracle Development tools: SQL*plus, PL/SQL, SQL*loader, Oracle Apex, XML Publisher;

Understands the operation of instructional programs and scheduling at the elementary, middle and high school levels;

Ability to establish and maintain effective working relationships within the Department of Testing, Research and Evaluation, Prince George’s County Public Schools and the Maryland State Department of Education;

Ability to analyze, interpret and display accurate data;

Experience with designing and coding nonstandard report formats in XML publisher;

Ability to learn new assessment and reporting platforms using resources provided;

Ability to handle multiple concurrent tasks based on unit, department and district priorities; and

Effective communication skills both orally and written to requestors and other unit staff, including supervisor.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Master’s degree from an accredited college or university in computer science or a related field with substantial course work in information management, educational measurement, statistics, testing, research, evaluation or a related area required.  A minimum of 3 years of related experience required.
